the current care report by the federal ministry for health, dated december 14, 2016, shows that improvements for those who require care, their relatives, and their carers have been well received. the aim of the new health reform coming into force is, namely, to support family carers more effectively and, above all, to provide better help to those who suffer from dementia. because these People have rarely been considered up to now. they were often not classified as in need of care on the basis of the prevailing care levels. the reason for this was their physical fitness. this will be different from now on. the concept of needing care will be newly and more comprehensively defined. from now on, cognitive and communicative capabilities as well as problematic mental situations will play a role alongside mobility.
for dementia patients in particular, this will now finally open up entitlements to services that were only available to People with physical impairments until the turn of the year. at the core of the reform is the abolition of the three care levels that we were familiar with up to now. they will be replaced by five new grades of care. a modified assessment process is necessary for the classification. for this purpose, a corresponding application must be submitted to the organization responsible for social care insurance. this has been possible since the beginning of the year. “the new assessment process will especially benefit children and mentally handicapped People. this can be a real relief for many families”, as the bottrop-based duo farid zitoun & christian rüger know.
